In March 2005, a major summit meeting was held in Paris, resulting in an agreement that has partially revolutionised development assistance. In order to maximise the positive effect of assistance, increase administrative efficiency and improve co-ordination, 120 donors, partner countries and international organisations agreed on the Paris Declaration.

Against the background of the global emergency of the HIV/AIDS epidemic with 40 million people worldwide living with HIV/AIDS, 90 per cent in developing countries and 75 per cent in Sub-Saharan Africa, representatives of States and Governments from Europe and Central Asia, together with invited observers, met in Dublin, Ireland, from 23 to 24 February 2004.. In most countries, rates of HIV infection are many times higher amongst prisoners than amongst the population outside prisons. *This situation is often exacerbated by high rates of Hepatitis C and/or (multi-drug resistant) Tuberculosis in many countries. In most cases, high rates of HIV infection are linked to the sharing of injecting equipment both inside and outside prison walls and to unprotected sexual encounters in prison. In a majority of countries, adequate preventive measures have not been introduced in prisons, although they have been successfully introduced in other prison systems and shown to be effective. As a result, people in prison are placed at increased risk of HIV infection, and prisoners living with HIV/AIDS are placed at increased risk of health decline, of co-infection with Hepatitis C and/or TB, and of early death.

* Studies in various countries in Western Europe, Eastern Europe and Central Asia have found rates of HIV infection between 0—17% among prisoners.

We, the Ministers and representatives of Governments from the European Union and neighbouring countries responsible for health, together with international partners in the field of HIV/AIDS and the European Commission, the Minister for Economic Cooperation and Development and the Minister for Education and Research convened in Bremen, Germany, 12-13 March 2007 for the conference of the German Presidency of the Council of the European Union "Responsibility and Partnership - Together Against HIV/AIDS" and made the following declaration.


Lisbon Agenda for Prisons
This Agenda is a policy declaration. It envisages an evidence-based policy regarding drug related problems in the prison milieu.

The aim of the policy is to establish good practices in minimising drug related problems in prisons by appropriate preventive and therapeutic measures. The basis for this is research evidence from epidemiological studies, from needs assessment, from evaluation of interventions and policy documents from WHO and UNODC. The policy strikes a balance between Public Health interests, security aspects of prisons and the human rights of inmates
